Drop shadow used throughout

H&V 2, Opacity 56, Blur 6, Colour Black

Open a blank canvas 700 x 650, flood fill with white

Copy and paste paper5 as a new layer, apply Mask12byTonya, right click on the mask layer, merge, merge group

repeat above with paper6, go to Image, Mirror, Right click on the top layer, merge, merge down.

Copy and paste frame1 as a new layer, select the freehand selection tool(lasso), tolerance & feather 0, Select the frame as shown in the screen shot below, add a drop shadow.

Copy and paste paper15 as a new layer, go to Selections, invert and hit delete on your keyboard, back to Selection, Select none, move this layer below the frame layer.

Copy and paste your tube of choice as a new layer, position to your liking, add a drop shadow then move below the frame layer, right click on the layer, duplicate, move the duplicate layer above the frame layer, with the eraser tool erase the bottom half of the tube to reveal the frame and ribbons, make the original layer active, erase the part of the tube below the frame.

Copy and paste the Element43 as a new layer, position at the lower left of the frame(see my tag for reference) 

Copy and paste wordart3 as a new layer, go to image, resize, resize by 40%, resample using smart size, resize all layers unchecked position ontop of the crown, add a drop shadow.

Copy and paste element8 as a new layer,Resize by 70% same settings as before, position to the right of the frame, add a drop shadow.

Repeat for element7, but posion to the left of the frame.
